Minimum Security Jail Release Custody

The Ottawa County Sheriff's Office Corrections Division operates a 48-bed, dormitory-style Minimum Security Jail. It is a county jail, not a halfway house, parole office, state prison, or independent work-release center. A person assigned there remains in custody until the Sheriff's record shows a discharge.

The Sheriff's Corrections page adds an important local rule: even when a court says minimum security may be available, jail staff make the final placement decision. A court entry therefore does not prove the person entered this facility. Confirm placement through the Jail Desk or the current Ottawa County OH JailTracker record.

Ottawa County's two-jail structure should stay visible in the record trail. The 41-bed full-service Detention Facility handles a broader security and case mix. The 48-bed minimum-security facility has its own placement role. Both use the same Sheriff records office and custody-search instance.

Minimum Security Release Transfer Rules

A move between Ottawa County Minimum Security Jail and the full-service Ottawa County Detention Facility is an internal custody change. It is not release. The person may disappear from one unit list or have a changed facility label while remaining under the Sheriff's control.

Municipal probation administers work release. Its official page says a participant may be out for up to 12 hours per day for no more than six straight days, subject to the program rules and required advance payment. Those permitted hours remain custody. Completion must be confirmed through the Sheriff's discharge entry and the docket.

Verify Minimum Security Releases

The live jail portal is useful for present visibility, but it is not a promised historical release list. Use the correct Ohio instance. Search results for Ottawa County can lead to Michigan's similarly named system, which has no authority over Port Clinton custody.

1. Open the Ottawa County OH JailTracker and check whether the person appears in either local facility.
2. Call the Jail Desk when the unit label, present status, or internal move is unclear.
3. Search the Municipal Court or Common Pleas docket for the order, sentence, bond, dismissal, or later disposition.
4. Request the Sheriff's jail-register entry and release sheet with the date and manner of discharge.
5. Check Ohio VINE for a release or transfer event, then verify it with the underlying Sheriff record.
6. When the manner says transfer, locate the receiving agency and confirm continued custody there.

Minimum Security Release Property

This facility has unusually specific published property guidance. The Sheriff says a person who qualifies for minimum security may bring up to $100 cash at initial booking. A Bible personally brought into the facility may be taken when the person is released. These are narrow statements, not a full inventory of property-return rules.

Ask the Jail Desk for the current inmate handbook when funds, clothing, medication, identification, or other items are at issue. The official source does not promise that every item is returned at the same moment or through the same process. A property acknowledgment may exist with the booking or discharge papers, subject to the contents of the actual record.

Property handling does not determine legal status. Taking a Bible at departure supports that a release process occurred, but the certified answer still comes from the date and manner of discharge. Likewise, returning later for an item does not alter the physical release time or end any probation, parole, or pending case.

Minimum Security Release Records

Ohio Revised Code 341.06 requires the Sheriff to keep a jail register that states the prisoner's name, date and cause of commitment, and date and manner of discharge. The manner is crucial here. It distinguishes release home from a transfer to the full-service jail, ODRC, another county, federal custody, or immigration custody.

Ask for the existing register entry, booking sheet, and release or discharge sheet. Helpful identifiers include a full name, alias, date of birth, approximate booking and release dates, booking number, court, and case number. Related fields can include the facility, charge, bond, release time, release reason, receiving authority, and property acknowledgment. Do not assume every field is public or present.

The Sheriff's public-records channel identifies Deputy Heather Moss at 419-734-6823 and hmoss@ottawacountysheriff.org. Request electronic copies and an estimate because the revised cost schedule was image-based during research and no exact line-item charge was safely verified. Ohio law uses actual copy cost and a reasonable production period, not a universal fixed deadline.

Minimum Security Release Contacts

The Corrections Division uses the same public contact chain for both Ottawa County facilities. State the facility name when calling so an internal placement change is not mistaken for release. The Jail Desk is the primary custody-routing line.

No official source reviewed publishes a daily release-processing time, a designated pickup door, or a family waiting point. Call before travel. Ask whether the person remains in either facility and whether an existing release record is available.

For possible transportation after confirmed community release, the Ottawa County Transportation Agency lists 419-898-7433 and 888-898-7433. Its directory says vehicles operate from 6 a.m. to 11 p.m. seven days per week. No source promises jail-door, walk-up, or same-day pickup, so call to ask what can be arranged.

Minimum Security Release Court Records

Municipal Court handles misdemeanors, traffic cases, and the preliminary stage of felony cases. Common Pleas handles felony and other general-jurisdiction matters after bind-over or indictment. The correct docket can show bond, conviction, dismissal, sentence, probation, jail-time credit, judicial release, or final discharge.

A bond release means the person physically left jail while the case continues. It does not mean acquittal, dismissal, sentence completion, or the end of probation. In the same way, a court note that minimum security is available does not establish actual placement. Jail staff retain the final qualification decision.

Use the Municipal Court search and the Common Pleas search as applicable. A court order explains the legal event, while the Sheriff's discharge entry supplies the physical release record. For felony cases, checking both can reveal a case that moved from one court to the other.

Minimum Security Release Transfer Checks

An external transport changes the system responsible for the person. ODRC is the path for a felony sentence to Ohio prison. Search by offender number when known or use County of Commitment Ottawa. The state result can show incarceration, release, APA supervision, parole data, and release detail.

A federal transfer requires the federal system that applies to the case. BOP covers sentenced federal inmates, while the U.S. Marshals Service handles many federal pretrial movements. ICE's locator may cover recent immigration detention. Ottawa County has no adult state prison, federal prison, or dedicated ICE detention facility identified in the research, so none belongs on the local facility list.

VINE may report a transfer event, but it is custody-event data rather than a certified discharge record. Keep the Sheriff release sheet, then follow the named receiving agency. A person absent from both Ottawa facilities can still be in custody elsewhere.

Note: Community release is confirmed by the recorded discharge path, not by a lower-security placement or departure from one local custody unit.

Minimum Security Release Scale

Ottawa County's official 2018 report recorded 548 bookings and 540 releases at the Minimum Security Jail during that historical year. Those figures do not describe current volume, a recent-release feed, or unique people. One person may account for more than one booking or release.

The report is still useful because it shows why a current roster cannot answer older questions. Online display retention is not the same as government-record retention. Sheriff Policy 803 calls for an approved schedule, and Ohio Revised Code 149.38 makes Ottawa County's current RC-2 entries the right source for record-specific retention.

Request those schedule entries if an old booking sheet, release sheet, or photograph is needed. Absence from the public portal may reflect its current-custody design or display limits.
