Federal paths are narrower. The BOP locator is not a mugshot search. U.S. Marshals policy withholds prisoner photos and personal histories from the general public, so a federal pretrial photograph should not be promised. VINELink is a custody-event service, not a dependable booking-photo archive.
Ottawa County JailTracker Photo Limits
The official local portal is the Ottawa County, Ohio JailTracker instance linked from the Sheriff’s Corrections Division. Search engines can surface a Michigan county with the same name, so confirm that the portal ends in Ottawa_County_OH. A convincing record from the wrong state is still the wrong record.
Inspect the matching person detail while it is available. The reviewed Sheriff pages do not guarantee that the public portal shows every booking photo, keeps a person visible after release, or retains images for a set period. Current-screen visibility and official record retention are separate. An image may no longer be online while the underlying booking photograph remains in Sheriff records.
When a photo is found, save the booking number, date, facility, and case identifiers that help locate the matching discharge record. The Ottawa County jail register’s required core is name, date and cause of commitment, and date and manner of discharge. The Sheriff publishes an official app page with Apple and Google downloads. The current Google Play listing advertises “public inmate views,” along with news releases and other Sheriff information. That supports treating the app as an official inmate-view channel when the web portal is inconvenient.
It does not support a stronger claim. The reviewed store information does not promise a released-person tab, a rolling release list, post-release retention, a release-triggered alert, or a mugshot on every inmate view. Users may inspect the live app, but the booking-photo request remains the stable fallback after a released person leaves the current view.

ICS Mobile is a separate communications and video-visitation service described by Corrections. It should not be confused with the Sheriff app or presented as a recent-release mugshot source.
Ohio’s Ottawa County Mugshot Rule
Ohio Revised Code 2927.22 targets the paid-removal business model. It prohibits negligent solicitation or acceptance of payment from the photographed person to remove, correct, modify, or withhold booking-photo or other criminal-record information. The law provides criminal and civil consequences.
The statute has two limits that matter. It does not ban every publication of a mugshot. It also does not force the Ottawa County Sheriff to disclose every photograph regardless of exemptions, sealing, or retention. Official photo access remains a public-record question tied to the actual image and the law that governs it.
No commercial mugshot publisher or paid-removal service is a recommended route. An incorrect or restricted official record should be addressed with the office that holds it, supported by the relevant court order or correction request.

An arrest story may remain online long after the case changes. The image does not establish conviction, acquittal, dismissal, release date, or current status. Check the Sheriff register for physical discharge and the court docket for legal disposition. Commercial aggregators have still weaker value. They can misidentify a person, preserve old data, or omit the outcome. They may be recognized only as a category where images surface. No commercial mugshot URL is needed, and no payment demand should replace a correction, sealing, or records process with the official source.

Match the photograph to identifiers from the same official record. Then establish release separately.
